HIGHLIGHTS OF THE BUDGET – PART II

Digital Goa, Mar 30 – CM Pramod Sawant today presented Rs 436 cr revenue surplus budget with a total size of Rs 24,467.40 crore. The highlight of budget is that there is no change in the existing taxes with a focus on health, power and education sector.

▪ 2023-23 Budget of Rs 24,467.40 crore of which Rs 17,097 crore will be revenue and Rs 7,369 will be Capital Assets
▪ The growth rate for Gross Value Added (GVA) is estimated at 4.73% for primary sector, 6.52% for the secondary sector and 9.66% for the tertiary sector.
▪ Fiscal deficit at Rs 3,603.10 crore which is within 4 % limit specified by 15th Finance commission
▪ State expects Rs 5,982.88 crore from the center as its share in Central Taxes and Grant in Aid.

Health
● Budget increase of 12.86%. Budgetary provision Rs. 1970.20 crores
● Tertiary Cancer Care Center at Bambolim
● Two integrated public health labs and 141 Health and Wellness centres
● 100 new beds at IPHB hospital expansion of Goa Dental College expansion worth 92 Cr

GSIDC
● Capital outlay of 372 Cr for Infrastructure works
● Margao Wholesale fish market with cold storage facility

PWD
● Budgetary allocation of Rs 2099.80 crore
● Real time monitoring of Water supply system
● 5 Water Treatments plants proposed to provide additional 83 MLD water
● JICA projects worth 1404.57 Cr to be completed by June 2022
● 1 day in each week earmarked to solve water bill issues
● To increase the sewerage connectivity target from 17% to 28%
● National Highways projects of nearly Rs.12,000 Crores

Water Resources Department
● Budgetary Provision of Rs 721.72 crore
● Flood Mitigation project on Mhadei, Chapora, Mapusa and Kandepar river
● To warn and alert about impending disasters such as cyclone, Tsunami, etc., 38 Early Warning Dissemination Towers have been envisaged along the coast line
● Implementation of “Web based Real Time Data acquisition and flood forecasting systems” and “Spatial Decision Support System”

TCP
● Provision of Rs. 20 Cr for “Home Loan Interest Subvention Scheme”
● Expansion of Online Building Plan Approval Management System
● Online issuance of Zoning Certificate and NOC
● Technical clearance for construction up to 500 sq mts in approved layouts to authorized architects empanelled by TCP department
Transport Department
● Budgetary Allocation – Rs 289.41 crores
● Digital Fare Meter device cost reimbursement Rs 20 crore
● Financial assistance to road accident victims. Provision of Rs. 20 crore.
● Purchase of 100 additional AC Electric buses. Provision of Rs. 37.50 crores for the year 2022-23.
● All transport department receipts will be issued through electronic mode.
● Modern bus stands on PPP basis at Panaji and Margao.
● Integrated Traffic Management System.
● Assistance to Konkan Railway in operating Margao Station in PPP mode on a revenue sharing model

Civil Aviation
● Mopa Airport to be completed by August 2022.
● Strengthening, widening and re-carpeting of the existing approach road to Mopa Airport.

Ports and River Navigation
● Second phase of rejuvenation of River Sal, the damaged embankment will be restored and a barrage structure with mechanical gate opening with large aeration units, budget provision of Rs. 10 crores..
● State of the art Terminal building for Captain of Ports.
● First Solar Hybrid Electric Green boat for inland water transport.

Power and Renewable Energy
● Budgetary allocation to this sector is Rs. 3,230.50 crores for the year 2022-23.
● 33 KV Substations at Tuem and Mandrem.
● Conversion of existing overhead conductors to High Current Capacity conductor of major 33KV and 220KV feeders.
● Conversion of existing overhead conductors to underground cabling.
● 220 KV GIS substations at Saligao and Loutolim.
● Projects under the ‘Revamped Distribution Sector scheme’ related to Smart Metering, SCADA and Automation, System Strengthening works, setting up and augmentation of Substation, IT projects, etc.

New and Renewable energy
● 50% subsidy for solar rooftop for residential areas. Provision of Rs 10 Crore made.
● ‘Concentric Solar Thermal Plant’ in GMC, Asilo and Hospicio hospitals
● Financial assistance for purchase of Electric Vehicles. Provision of Rs 25 Crores made.
● Feasibility study for establishment of micro hydro power projects

Industries
● Promotion of Khadi and other village industries with Fund for Regeneration of Traditional Industries (SFURTI) 7 clusters.
● Extension of Employment Subsidies for the Cashew Industry. Provision of Rs 5 Crores made.
● Under “Prime Ministers Formalization of Micro Food Processing Enterprises” seed capital and bank linkage to 700 more enterprises involved in Micro Food Processing Industries.
● Formulation of Logistics Policy.
● Earmarked Rs. 3.75 crores for various initiatives under the Goa Investment Promotion and Facilitation Board.

Handicrafts, Textiles and Coir
● Total allocation to the Handicrafts, Textiles and Coir sector is Rs. 29.35 crore
● Set up of garment making facilities with computer aided design technology at two locations in the State
● Coir fiber extracted from the coconut husk, to be supplied to coir artisans to enable them to produce value added coir products
● Rs 10 crore worth Kunbi Craft Village in South Goa

Mines and Geology
● Mining industry to be restarted to its full capacity with expected revenue of 650 Cr
Information Technology
● Allocation of Rs. 143.84 Cr to the IT sector.
● More services including those of Directorate of Transport, Civil Supplies etc will be given through citizen centric services through 246 common service centers.
● Wired Internet Scheme for Remote Schools.
● Electronics Manufacturing Cluster at Tuem to generate employment of 2000 over a period of 5 years.

Labour & Employment
● The allocation to this segment is Rs. 107.65 crores of which Rs. 77.03 crores has been earmarked for E.S.I scheme.
● “ESI Hospital” in North Goa
● New Maternity Benefit Scheme for female industrial workers belonging to SC/ST

Skill Development & Entrepreneurship
● Skilling, up-skilling & re-skilling of the Goan youth through the implementation of the various skill development programmes
● Programmes exclusively for Women Entrepreneurship Development at District Level and State Level
● Study to identify mismatch between demand and supply of trained workforce
● Launch of “Entrepreneurship Policy”
● Loans upto Rs. 3.00 lakhs to farmers for agriculture purposes at “zero percent” interest rate
● Assured procurement rates at 150% of the average cost of cultivation of vegetables
● An online platform for facilitating the farmers to sell their agricultural produce and value added products
● Incubation Center” is proposed for processing of coconuts, vegetables and fruits at Government Agriculture Farm

Animal Husbandry & Veterinary Services
● 100% dairy farmers to be covered under Kissan Credit Card Scheme
● 24×7 Call Center under the National Animal Disease Control Programme for telephonic verification of FMD vaccination and animal welfare services
● Animal Emergency Services with 24×7 animal ambulance facilities

Fisheries
● Budget increase of 72.41%
● 100% fishermen to be covered under Kissan Credit Card Scheme
● Database of Fish Dealers and Fish Vendors
● 10 Bio-floc units to be set up through fish entrepreneurs

Social Welfare
● 20 Cr earmaked for covid-19 relief to marginalized/ unorganised sector
● 20 Cr provisioned for “Ex Gratia Financial Assistance to the family of the victims of Covid-19”
● Travel assistance to Goans to visit sacred holy places outside Goa under “Mukhyamantri Dev Darshan Yatra Yojana”. Allocation increased to Rs. 15 crores.
● Implementtion of “e-Roster” in the administration to validate the roster entries online without the need for physical verification

Women and Child Development
● Budgetary allocation of Rs 434.34 crore
● 93.84 Cr allocated for “Supplementary Nutrition Programme”
● 230.55 Cr allocated for Griha Adhar and 85.87 Cr allocated to Ladli Laxmi Schemes

Tribal Welfare
● 28.32 Cr allocated for disbursing scholarships to ST students & 45.74 Cr for providing better educational facilities
● Capital outlay of Rs.56.71 crores has been provided to Tribal Welfare Department
● 10 Cr for construction of Tribal Bhavan at Porvorim
● Construction of Tribal Research Institute as well as Tribal Museum

Education
● Rs 3850.98 Cr allocated to Education sector
● 50 Cr for renovation of remaining government schools
● Set up/upgrade science labs initially in 350 schools, vocational labs in 71 schools and 20 new Atal Tinkering Labs
● Upgradation of computer labs in schools will be taken up in a phased manner to cover all the schools in the State
● Upgradation sports facilities in 350 schools
● Rs 21.86 Cr allocated to broaden the scope of ‘Coding and Robotics’
● ICT Pedagogical Training and R&D Hub for schools
● Amendment of Recruitment Rules of Teachers in accordance with the new education policy
● Registration of all pre-primary schools shall be made mandatory
● School curriculum to focus on the history of Goa, its culture and tradition and Yoga

Higher Education
● To host Massive Open Online Courses (MOOCS) for which, a provision of Rs. 5 crores has been made.
● Special guidance & training programme for goan youth to answer central govt exams
● Government will frame a dedicated policy and implement a programme to develop academic leadership in the state of Goa.

Technical Education
● NIT Goa will start functioning from its new campus from May 2022
● In order to improve scientific temper and develop love for Science, Technology, Engineering, Arts and Mathematics, Government will establish state-of-the-art Digital Technology Experiential Centres in both districts
● Provision of Rs. 25 crores has been made for DJ-GIFT scheme

Sports and Youth Affairs
● Rs 49.97 Cr allocated for the development of sports infrastructure
● For functioning of SAG and conducting of various activities, grants to the tune of Rs. 70 crores have been earmarked.
● Earmarked Rs. 4.77 crores for NCC, NSS and for ‘Financial Assistance to Indigent Circumstances Sportsperson scheme’, Rs. 80 lakhs provision has been made.
● Two Khelo India District Centres at Peddem Sports Complex and PJN Stadium, Fatorda for Hockey and Football respectively.

Revenue and Land Administration
● Capital provision of Rs. 10.15 crores for new North Goa Collectorate Building
● Application for sound permissions to be made online
● To bring the long-pending partition cases to a logical conclusion, both the Collectorates will exclusively work to resolve these issues in presence of all the aggrieved parties

Panchayat
● Total allocation to the Panchayat Department is Rs. 404.13 crores
● To strengthen the weaker Panchayats, a provision of Rs. 15 crores has been made.
● Provision of Rs. 10 crores has been made towards salaries of Sarpanch, Deputy Sarpanch and directly elected Panchayat members.
● Provision of Rs. 32.50 crores has been made for Village Panchayats and Zilla Panchayats as financial assistance for development works
● Financial assistance of Rs. 3.50 crores for “Rural Garbage Disposal” scheme
● Rs. 116.10 crores provision for Swachh Bharat Mission-Gramin”. 19,975 toilets will be constructed
● 41 new projects under Deendayal Development Scheme

TOURISM
● Provision of Rs 247 cr for Tourism Department
● Provision for Rs 48.66 cr for Beach safety management
● Under Scheme of Pilgrimage Rejuvenation and Spirituality Augmentation provision for development of Infra of churches and various places worth Rs 51.74 cr
● Tourism Infra development projects are earmarked for GTDC worth Rs 80 crore

JUDICIARY
● Total allocation for judiciary is Rs 246 Cr Construction of new District & subordinate court complex at merces at a cost of Rs 125.84 Cr is in the process
● Construction of new civil and criminal court building at a cost of Rs 29.70 Cr in Margao is in process aimed to complete project on priority with provision of Rs 14 cr

DIRECTORATE OF OFFICIAL LANGUAGE

● Provision for Conservation and augmenting of local language and Konkani literature of Rs 12.65 cr

MUSEUM

● Provision of Rs 21.54 Cr for new museum building at Ella Village Tiswadi Taluka

ART & CULTURE

● Provision of Rs 153.42 Cr for conservation of local art and culture in Goa.
● Encourage conservation and promotion of Art & Culture, provision for Kala Mandir and Ravindra bhavan of Rs 95.10 cr

ARCHIVES AND ARCHAEOLOGY

● New building for the archives department with a provision of Rs. 15 crores
● “Heritage Policy” for the State to be framed. Provision of Rs. 17.50 crores has been made.
● Rs 20 Cr. Provision made for restoration of heritage sites and temples destroyed during the Portuguese era.

INFORMATION AND PUBLICITY

● Total allocation to Information & Publicity Dept is 50.33 cr
● Provision of 2.50 Cr to Goa Scheme of Financial Assistance for Films to encourage Goan film makers
● Provision of 1.50 cr to organize “Konkani and Marathi Film festival
● Provisioned 20 lakhs to “Patrakar Kritadnyata Nidhi” Scheme and 55 lakhs to “Pension Scheme to Journalists”
● Provision of Rs 50 lakhs for assistance to camera/laptop for journalists

HOME, POLICE, FIRE & EMERGENCY SERVICES

● Total allocation of Rs 1188.03 cr to the Home Department.
● Provision of 30 lakhs to Goa victim compensation scheme to cover more victims
● Provision of 37 lakhs for expenses related to Goa Haj committee for various activities
● Provision of Rs 1 cr to the Freedom fighters who is registered for Sanman pension.
● Re-constituted the state Police complaints authority for which Rs 1.94 cr has been earmarked and provion of Rs 6 cr for Human Rights commission.
● Police department has provided with a outlay of Rs 980.01 Cr which is rise of 41% for modernization.
● Government will launch a programme titled ‘Global Goans’ to promote a mechanism for engaging Non-Resident Goans with Goans residing in Goa.
SCIENCE, TECHNOLOGY AND WASTE MANAGEMENT

● The department has been provided with a outlay of Rs 257.98 cr
● Provision to Waste to Art Park at the cost of Rs 10 Cr

ENVIRONMENT & CLIMATE CHANGE

● Provision of 6 Cr has been made for “Project GoVan” – Biodiversity conservation project
● 15,000 sq. Mts area for establishing Central Seed Bank at Saligao.
● Zonal Master Plan for eco sensitive area around wildlife is has been prepared and will be notified shortly.

FOREST DEPARTMENT

● Forest Department has provided with Rs 154.61 Cr
● A “Nagar Van” has been developed alongside Chapoli Dam an potential eco tourism project.

URBAN DEVELOPMENT/MUNICIPAL ADMINISTRATION

● Budgetary allocation to Urban Development is Rs. 576.49 crores in
● order to carry out developmental activities.
● Take redevelopment of slum areas under central schemes.

RURAL DEVELOPMENT

● Provision of Rs 3 Cr under Pradhan Mantri Awas Yojana -Grameen “Housing for all”
● Proposed formation of 180 SHGs & 46 Village Organizations in 2022-23 for engaging in vegetable cultivation & marketing enterprises.
● Proposed to set up a Common Service Center for food processing
● Proposed to implement the “Startup Village Enterprise Programme” in Goa state.
● Generated wage employment of 85,747 man days providing wage employment to 3,391 job card holders under Mahatma Gandhi Rural
● Employment Guarantee Scheme.
● Provision for 3 Gas cylinders to households every year at a cost of 40 Crs
● Provision for skill development courses under Deen Dayal Upadhyay Gramin Kaushalya Scheme.
