Cabinet approves policy to export 10 to 20 million ton dumps lying outside mining leases

Digital Goa, Dec 29 – Around 10 to 20 million ton below threshold ore which is presently dumped outside mining leases will be permitted to be exported , informed CM Pramod Sawant today. Dump handling will be permitted in accordance with Nov 2021 amendment to related laws by govt of India, he added. State government has formulated a new policy titled ‘Policy for regulating mining dumps on government and private lands and related issues’ to streamline the process, he announced. Goa govt will auction some of the ore and will receive royalty on the remaining ore, he added.
As per provision of Land revenue code amended act 2013 , govt is empowered to impose fine on dumps outside mining leases. In 2013-2014 govt has already collected fine to the tune of approximately Rs 200 crore, said CM. Sawant further said that for exporting the dumps only permission from Indian Bureau of Mines will suffice and additional Environmental Clearances (EC) will not be needed. Lessee’s who have paid the fine and the royalty will be allowed to export the dumps, the remaining ore will be auctioned by the govt.
State cabinet today also finalised the rate for E-auctioning of the ore. “The 2nd E-auctioning will take place within next 15 days,” said Sawant.

Ore lying around in Goa can sustain full-fledged mining activity in the state for the next 4 to 5 years, asserted Sawant. He also added that the process related to auctioning of mining blocks is in progress and the govt is in talks with SBI in this regards.
