Work on GPDP preparation to begin at VPs across state

The work on preparation of the Gram Panchayat Development Plan (GPDP) is set to begin at the village panchayats across the state, and  training programmes for the same are being organised.

A training programme, organised by GIPARD on People›s Plan Campaign (PPC) of Participatory Planning for GPDP for 2022-23, was held on September 29 at the Matanhy Saldanha complex, Margao for the Village Development Committee (VDC) convenors, sarpanchas and panchayat secretaries of 15 panchayats of the Salcete taluka.
It was the second such programme held in Margao for South Goa district, and will be followed by training programmes for Sanguem, Dharbandora, Ponda and finally Mormugao talukas.

As of March 2021, unutilised funds under the 14th Finance Commission of the village panchayat of Betalbatim were Rs 13 lakh; Benaulim Rs 8.46 lakh, Carmona Rs 13 lakh, Cavelossim Rs 9 lakh and Colva Rs 20 lakh.

The GPDP covers 29 subjects, including agriculture, land improvement, minor irrigation, animal husbandry, fisheries, social forestry, small scale industries, rural housing, drinking water, fuel and fodder, roads, non-conventional energy, poverty alleviation programme, education, vocational education, libraries, health and sanitation, family welfare, women and child development, social welfare, welfare of weaker sections, public distribution system and maintenance of community assets. 
The gram panchayats are mandated to prepare GPDP for economic development and social justice, utilising the resources available to them.

The GPDP preparation has to be comprehensive, and is based on participatory process, involving full convergence with schemes of all related central ministries or line departments.

Village Development Committee (VDC) is a crucial body in the preparation of the GPDP, and plays an active role in all stages of GPDP preparation.

Under the GPDP, priority is usually given to cleaning of drains, tanks, wells, springs, other public places, bus stops, markets and crematorium, tackling garbage menace, management and control of washing and bathing places, development of waste and uncultivable agricultural lands, repair and maintenance of drinking water wells, tanks and ponds, promotion of public awareness and poverty alleviation programmes and creation of productive assets and public health and family welfare.
