Panaji: Chief Minister Pramod Sawant on Friday said that the government will provide compensation of Rs 1.5 lakh to Rs 2 lakh before August 15 to the owners whose houses are fully damaged in the recent floods in the state.
Further, the state government would give owners whose houses have suffered major damage Rs 1 lakh and Rs 25,000 to Rs 50,000 to those whose houses are partially damaged by September end.
Sawant also announced that Rs 4 lakh each would soon be given to the kin of two persons who lost their lives in the floods.
The Chief Minister’s reply, during the calling attention motion moved by opposition MLAs in the state legislative assembly, informed that as many as 46 villages in North Goa and 34 in South Goa were affected by the floods.
He further said that nearly 749 houses in North and 806 houses in South Goa have been damaged and as per initial assessment nearly 20-25 houses collapsed fully due to floods.
He said that majority of the houses that were fully damaged were old and of mud walls.
The Chief Minister also announced that government would provide up to Rs 30,000 to those whose valuables and belongings were washed away in the floods, including of small-time shopkeepers and also farmers whose milch cows died due to drowning in the floodwaters.
He claimed that ration kits, hygiene kits blankets/ bedsheets, mattresses, towels, pillow covers and shelter kits were distributed by the government to the flood-affected people.
Sawant informed that a total of Rs 91,22,989 has been disbursed to around 1,083 victims of cyclone Tauktae.
Marcaim MLA Ramakrishna alias Sudin Dhavalikar urged the government to not to give lump sum amount as compensation and instead consider giving Rs 8,000 per square metre to the affected persons who were having mud houses, Rs 12,000 for concrete houses and Rs 15,000 per square metre for slabs homes.
He said that it would be a wrong idea to give lump sum amount as there are instances where many brothers stay together in a single house with their families.
“Government should build houses that are damaged by roping in engineers of WRD and PWD,” stated Marcaim MLA.
Sawant said that his government would do everything possible to provide relief to every affected person.
“If in one house more than one family was staying then we are even ready to help them,” Sawant said.
Chief Minister said that 15-25 centimetres of rainfall in Mhadei catchment areas and incessant rainfall in catchment areas of other rivers could be possible reasons for floods in Goa.
He said that reputed institutions like NIO would be roped in to ascertain the exact reason for floods in Goa.
Pointing out that Rs 2 lakh will not be sufficient to rebuild houses that were damaged in floods, Fatorda MLA Vijai Sardesai demanded Rs 10 lakh to every such affected family.
He brought to the notice of the House that 227 fishermen, whose boats were damaged in cyclone Tauktae, have not been compensated even after three months.
Chief Minister informed that the government has sought relief fund from central government for those affected by cyclone Tauktae in Goa.
He informed that the government had submitted the estimated damage report to the Centre, however, as the correct format was not followed, the relief amount has not been sanctioned. Sawant informed that the government has re-submitted the report following the format recommended by the Centre.
This irked Sardesai and he demanded removal of the concerned officer.
Fatorda MLA demanded government to appoint Goan officers on prominent posts like district collector instead of giving those positions to non-Goan IAS officers.
Sardesai and Porvorim MLA Rohan Khaunte said that going ahead with three linear projects proposed in protected areas including Mollem would destroy the fragile ecosystem of Goa and Goa will continue to witness natural disasters.
