Says he has briefed PM about initiative of Atmanirbhar Bharat Swayampurna Goa
Panaji: Chief Minister Pramod Sawant said that all the bills passed in the assembly session are in the interest of the state and its people and these bills will be implemented within 6 months.
Speaking in the state legislative assembly on Friday, he said that the Goa Mineral Development Corporation Bill, 2021 will pave the way for the formation of Goa Mineral Development Corporation in the state for taking up mineral exploration and extraction.
“The government will start mining operations through the corporation on some leases and some will be auctioned. This will give relief to the mining dependants,” he said.
Chief Minister further said that the Goa Bhumiputra Adhikarini Bill, 2021 will provide ownership rights to the small dwellings and protection from eviction during pendency of court proceedings. The Goa Panchayat Raj (Amendment) Bill, 2021 is another important bill that seeks to grant house numbers to the unauthorised structures, which will again give relief to the common man, he said, adding that the Goa (Regulation of Film Shooting) Bill, 2021 will promote film shooting in Goa by giving permissions under single window.
Sawant said that despite less revenue collection during the pandemic, the state government has created good health infrastructure to treat the COVID positive people.
“Goa is the only state which has decided to give Rs 2 lakh each financial assistance to those who have lost only earning family member in COVID. The government will start releasing this financial assistance from August 15, 2021,” he said.
Sawant further informed that the application forms for availing one-time relief of Rs 5,000 for those in small-time traditional occupations will be made available after August 15.
He announced that the government will involve local artists in various programmes to be organised in view of the 60th Goa Liberation year.
Sawant said that he has briefed the Prime Minister Narendra Modi about initiative of Atmanirbhar Bharat Swayampurna Goa.
“The Prime Minister will interact with the representatives of the local bodies and Swayampurna Mitras through virtual mode,” he said.
Meanwhile, the Goa Public Gambling (Amendment) Bill, 2021, the Goa Agriculture Tenancy (Amendment) Bill, 2021, the Indian Stamp (Amendment) Bill, 2021, the Goa Investment Promotion and Facilitation of Single Window Clearance Bill, 2021, the Goa Co-operative Societies (Amendment) Bill, 2021, the Goa Shops and Establishment (Amendment) Bill, 2021, the Goa Public Lighting Duty Bill, 2021 were also passed in the assembly.
The amendment to the Goa Panchayati Raj Act has allowed the government to levy taxes on buildings constructed without authorisation within the limits of panchayat areas and handing over the election process including reservation of panchayat wards to the Goa State Election Commission.
The Goa Bhumiputra Adhikarini Bill provides for a mechanism to give ownership rights to self-occupied dwellers of small housing units to enable them to live with dignity and self respect and exercise right to life.
As per this new bill, a person, residing in Goa for 30 years will be eligible to take benefit under the law and seek regularisation of his dwelling unit constructed prior to April 1, 2019.
