Panaji: The state registration department has decided to conduct counselling for a couple prior to a marriage, Minister for Law and Judiciary Nilesh Cabral said on Monday.
Addressing media persons at the Secretariat, Cabral said that in view of the rising number of divorce cases, the state registration department has decided to conduct counseling for a couple between the first and second signature of marriage registration.
He further said that the particular initiative aims at having better coordination and harmony within the family so that the cases of dissolution of marriages are reduced in the state.
“The state government desires to streamline the marriage registration procedure. The foreign citizenship holders with Goan origin now need to go to civil court for the orders. Now the government is exploring the possibility whether the district registrar within the department can be authorised to hold due enquiry and issue orders for registration of marriage of Goan origin, who holds foreign citizenship,” he said.
Cabral said that the department has launched the National Generic Document Registration System and online marriage registration by way of which the system of online payment for registration has been introduced.
“The registration department desires to eliminate all the cashless transactions by having an online payment system for all the services including notary services like succession deed, will etc. This would facilitate people to avoid dealing with cash and avoiding queues in banks for payments through challan,” he added.
The minister also informed that in order to establish a system to serve even the last person in the society and reach out to everyone, the government will launch citizen facilitation centres and helpline desks at all its taluka-level offices to help out the people to avail the services rendered by the department.
