A total of 443 cases filed under the Goa Agriculture Tenancy Act (amendment act) 2017 are pending before the office of the Salcete mamlatdar and joint mamlatdars, even though the Minister for Revenue promised to dispose of such pending cases at the earliest.
These cases are mostly found pending at various stages including for producing of evidence, filing of written arguments, cross examinations etc. These cases were transferred back to the Mamlatdar court in May 2019 from civil courts with the hope of speedy disposal.
The Minister for Revenue, Jennifer Monserrate has promised in the Goa Legislative Assembly last week that the cases which are pending for more than 3 years shall be disposed by the respective mamlatdars and joint mamlatdars in the state of Goa soon. She said the pending replies from the opponents and non filing of evidence in these cases are the main reasons for the delay caused in disposing of these cases. The Minister for Revenue also mentioned that due to the Covid-19 pandemic, the tenancy matters were not taken up regularly in the year 2020 following the guidelines issued by the MHA.
According to the information submitted to the Goa Legislative Assembly by the Minister for Revenue, there are a total of 443 pending cases filed under the Goa Agriculture Tenancy (Amendment) Act 2017 and of this total, 35 such cases are pending with the mamlatdar of Salcete, while all other pending cases are spread in the office of the seven joint mamlatdars of Salcete, working from the South Goa collectorate building.
The shared information revealed to the independent legislator Rohan Khaunte by the Minister for Revenue reveals that the joint mamlatdar 1 has 51 pending cases, joint mamlatdar II has 54, and joint mamlatdar III has a pendency of 73 cases. The joint mamlatdar IV has 62, while the joint mamlatdar V has a maximum number of pending cases – 84. The pendency case number is 56 of joint mamlatdar VI, and joint mamlatdar VII has 28 cases. Mostly these cases are involving the communidades of Salcete.
The litigants have expressed their displeasure at the speed these cases are disposed off.
