Lokayukta Act amendment bill passed in the assembly with 23 against 7 votes

Digital Goa, Jan 28 – The ‘controversial’ Goa Lokayukta (Amendment) Bill, 2021 was passed in the house today with 23 against 7 votes. The Bill has made 9 important amendments to Act. The criteria for the appointment of Lokayukta and Upa-Lokayukta has been relaxed. The provisions enabling complaints against public functionaries on allegations of nepotism, lack of integrity, maladministration and improper or corrupt motive have also been omitted. Members of civil society as well as opposition members have expressed fear that the new amendments will dilute and weaken the very institution of Lokayukta. The amendments come on the heels of scathing reports by former Lokayukta P.K. Mishra, indicting top political functionaries and bureaucrats in anti-corruption complaints filed against them. Incidentally, most of the reports by former Lokayukta Mishra involving high profile personalities were shunned and ignored by the Goa government. Lokayukta’s post is vacant since Justice Mishra’s retirement on September 17, 2020.
