Govt proposes to reserve land in Dhargal for Delta Corp project

3.80 lakh sq mt of private land ‘proposed’ is located near upcoming Mopa airport

Panaji: The government that had previously given in-principle approval to gaming company Delta Corp for an integrated resort project in the state comprising a land casino among other services, has proposed to reserve 3.80 lakh square metre of land in Dhargal in Pernem taluka for the project.

The government said the land is proposed to be reserved as an investment promotion area under single window clearance of the Goa Investment Promotion and Facilitation of Single Window Clearance Act, 2021.

Further, those who have objection to the proposal must submit their objections to the department of industries within a period of one month, said the government in a proclamation notice.

Located near the upcoming Mopa airport, the 3.80 lakh square of metre of private land is in about 18 different land parcels, ranging in area between 56,129 square metre and 550 square metre. 

The integrated project of Delta Corp consists of three hotels, convention centre, multiplex cinema, retail area, electronic casino, water park, banquet facilities and children’s entertainment area. 

The company said the project will boost tourism, employment and infrastructure in the state.

A stock market listed company, Delta Corp,  presently operates three floating casinos on the Mandovi River, one land based casino and a hotel in the state.  The company had submitted the project application on December 12, 2019 and received in-principle approval for the same on December 16, 2020.

The government in its notice has said  the CEO of the Goa Investment Promotion and Facilitation Board (IPB) is the authority for the assessment and recovery of house tax, other taxes, fees and all other types of dues as per the provisions of law in the said land.

Moreover as a proposed investment area the provisions of any state law relating to local authorities for control or erection of buildings, levy and collection of taxes, fees and other dues which is in force in the said area shall cease to apply.

“The municipality or the village panchayat which were receiving house tax, other taxes from the occupants in the said area shall be compensated by the government to the extent of the last financial year’s collection of taxes for a period of five years,” said the government.

Casinos in the state reopened for business on September 20, this year after being shut since May 3, 2021, on account of COVID-19 second wave.
